Performance Measurement Practice: The use of sanctions and rewards in the
public sector (September 2008)
This report contributes to the debate on incentivising public sector performance. It brings together the evidence on the effectiveness of sanctions and rewards, summarises the results of our survey on their use in central government, and provides a practical guide on how to use them well. -

- In 2004, the Chancellor of the Exchequer asked Sir Philip Hampton, a leading
businessman, to lead a review of regulatory inspection and enforcement. The
review’s recommendations, known as the Hampton Report, published in March
2005, set out an ambitious programme to reduce the burdens on business
created by regulatory systems.
The National Audit Office has today (18 July 2008) sent a report to HM Treasury summarising the results of reviews conducted on five regulators looking at how far they are living up to the principles originally set out by Sir Philip Hampton aimed at reducing burdens on business. The reviews were carried out at the request of the Chancellor of the Exchequer and were organized jointly by the Better Regulation Executive and the National Audit Office. The individual reviews were published in March 2008.

- Protecting staff in PPP/PFI deals
This report analyses the terms and conditions received by staff working on PPP/PFI contracts in 2004. It examines the extent to which the staff who were formerly in the public sector received different terms and conditions to those received by staff recruited by the contractor. The report presents the results of a 2004 survey of operational PFI deals that covered 67 per cent of PFI deals by capital value at that time. (It is important to note that new Government policies have been introduced since the deals in the survey were signed and therefore the results of the survey cannot be used to draw conclusions on the terms and conditions received by staff working in PFI contracts signed more recently.)

Following the enactment of the 2006 Fraud Act,
there is for the first time a legal definition of fraud. The National Audit
Office's 'Combating Fraud Position Statement', covers client fraud identified in the course
of financial audit and value for money examinations and links to our already
well established approach towards money laundering. This statement also
covers controls in place to prevent fraud and money laundering within our own
organisation.
