I Introduction
- The Seminar’s theme and sub-themes having been agreed and approved by the
Governing Boards of EUROSAI and OLACEFS may not therefore be changed.
- Seminar delegates from EUROSAI and OLACEFS shall have equal participation
in the event.
- Seminar practice and proceedings will be as set out in Section V below.
II Seminar Themes & Sub-themes
- Theme: Audit in the 21st Century
- Sub-theme I: Experiences of SAIs of e-Government; and
- Sub-theme II: Training and Equipping Modern State Auditors for Their Role
III Seminar Host
- The Comptroller and Auditor General, and the National Audit Office of the
United Kingdom will host the III EUROSAI/OLACEFS Seminar
IV Seminar Participants
- Members of the EUROSAI Governing Board;
- Other EUROSAI members at the discretion of, and by invitation of, the
Seminar host;
- Active members of OLACEFS; and
- Observers from other SAIs or similar organisations at the discretion of,
and by invitation of, the host SAI
V Seminar Practice and Proceedings
- Seminar proceedings will be conducted by means of "Round Table"
discussions.
- For each day’s sessions on each sub-theme there will be Seminar Theme
Officers – Chairman and Vice Chairman - drawn from EUROSAI and OLACEFS.
- The host SAI will provide Moderators and Technical Assistance Teams for
each sub-theme.
Seminar Papers
- For each sub-theme the host SAI will prepare an outline summary of issues
that might be described, discussed and otherwise explored in more depth in
country papers from EUROSAI and OLACEFS participants.
- For each sub-theme papers will be invited from three participating SAIs
from EUROSAI and three from participating SAIs from OLACEFS - a total of 12
papers.
- Each paper not to exceed 10 pages (double spaced).
- Each paper to be provided in English and Spanish Language versions only.
Papers to be sent to the Seminar Secretariat no later than Friday 27 February
2004
- Those SAIs who are members of EUROSAI or OLACEFS and who are unable to
attend the Seminar may if they wish present their views in papers, in
accordance with the preceding convention for length, language and time-scale
for circulation during the Seminar
Seminar Presentations
- Participating SAIs that have provided sub-theme papers will each be
invited to make a Powerpoint or an OHP presentation only lasting 10-15 minutes
(maximum), providing an overview and the key issues of their
paper.
- Presentations may be made in one of the official languages of EUROSAI -
English, French, German, Spanish and Russian.
Seminar Discussions
- After the presentations Seminar Theme Officers and Moderators will direct
the general discussions on each sub-theme.
- All participants may share experiences, offer opinions and ask questions
on each of the sub-themes.
Seminar Conclusions
- Seminar Theme Officers, Moderators and Technical Assistance Teams will
draft conclusions for each sub-theme.
- Conclusions from each sub-theme will be drawn together to produce the
Seminar’s Conclusions/Accords
- Draft Seminar Conclusions/Accords will be presented in writing in English
for discussion and approval in the Seminar’s final session.
VI Logistics
Technical Sessions
- Technical sessions will held daily between 09.00 and 17.00, with morning
and afternoon refreshment breaks and a break for lunch
Invitations
- The Comptroller and Auditor General and National Audit Office, as hosts
will issue formal invitations to the Presidencies and General Secretariats of
EUROSAI and OLACEFS informing them of the dates, venue, Seminar themes and
sub-themes, programmes (technical sessions, social/cultural, and accompanying
persons), Seminar registration, Hotel registration and administrative
information, including website details.
- EUROSAI and OLACEFS Presidencies will then pass on this information to
those SAI members who may wish to participate
Formalities
- The host SAI will be solely responsible for the form and content of the
opening and closing ceremonies
- The host SAI will provide a social/cultural programme outside of the
technical programme
- The host SAI will provide a social/cultural programme for accompanying
persons
- Details of the time and place for taking the official photograph will be
made known during the Seminar
Logo and Webpage
- The host SAI will design a Seminar logo and webpage to share information
about the event with intending participants
Languages
- Seminar proceedings will be conducted through simultaneous translation in
EUROSAI’s five official languages: English, French, German, Spanish and
Russian
- Seminar Theme papers will be provided by the host SAI in English and
Spanish only. It will be the responsibility of individual SAI’s to translate
documents into other languages if they so wish
Seminar Documentation
- Each participant will receive a folder containing relevant Seminar
documentation
Seminar Support Office
- A Seminar Support Office will be established at the venue to provide
administrative support services to participants for the duration of the
seminar
Technical Equipment
- The host SAI will ensure the provision of all necessary technical
equipment
Transport
- The host SAI will ensure the provision of participants’ transport to and
from London Airport, and for any formal and social/cultural events
